ILRCCO serves consumers in Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas and Jefferson Counties.

Personal Care Assistance Services (PCA) has expanded over the years as more and more people choose to live in their own homes and communities of their own choice. People with disabilities and older people rightfully continue to take control of their services to the greatest extent possible by managing their own attendants with or without ILRCCO support. It’s your choice.

We believe in full and equal participation in home, family, and community life. Our goal is to support you, as you stay active and independent. The foundation of our program is based on the  principles of independent living, consumer control and self-direction. Our approach is rooted in experience from a peer perspective and our services are designed to increase independence and self-sufficiency.

In-Home Support

Medicaid & Participant Directed Program

In-Home Support Services (IHSS) empowers you to direct and manage the attendants who provide your personal care, homemaker and health maintenance services, to best fit your needs with the added support of ILRCCO. Independent Living Services are also available under this program. These services include Peer Counseling, Independent Living Skills Training, Individual and Systems Advocacy, Nursing Home Transition & Prevention and Information & Referral.

Personal Care & Homemaker Services

Medicaid Program

Personal Care and Homemaker Services are an integral part of the lives of many people with disabilities and older people. They enable people with disabilities to live active and fulfilling lives of their own choosing in their own homes.

This is a Medicaid funded program for consumers who are on the Medicaid Waiver Programs such as Elderly, Blind and Disabled (EBD), Community Mental Health Supports Waiver (CMHS), or the Complementary and Integrative Health Waiver (CIH).

Private Pay

Personal Care and Homemaker Services

Includes Personal Care and Homemaker Services provided with the same emphasis on independent living philosophy and dedication to consumer satisfaction. 

Private Pay services are available to people who are not eligible for Medicaid.

Payment plans are monthly.  

How to Apply for Medicaid Waiver Programs

If you are already enrolled in Health First Colorado, contact your local Single Entry Point (SEP) to start the waiver application process.

If you are NOT yet enrolled in Health First Colorado, you can submit a Medicaid application.

COVID-19 Guidance for Consumers with Personal Care Attendants & For Personal Care Attendants

Physical distancing is a critical practice for everyone during the COVID-19 response and whenever the virus is active in a community. However, many consumers rely on providers who come to our homes to support our health and other activities of daily living. Delivering those services, especially for people who may be at higher risk for severe illness from COVID-19, is necessary, even though it makes physical distancing difficult.

Please review Colorado Department of Public Health & Environment’s tip sheet for Personal Care Attendants, for people who use Personal Care Attendants, Colorado’s guidance for wearing masks, and CDC’s cleaning recommendations to make sure you and your Personal Care Attendant stay safe.
