Who is a Consumer? Who is Eligible for Personal Assistance Services?

A Home Care Consumer is an individual who receives personal care services in his or her temporary or permanent home or place of residence from a home care agency such as ILRCCO.

Who can become a Consumer?

Residents of Colorado who are deemed eligible for Colorado Medicaid and for long-term/personal care services. 


What is a Personal Attendant/Assistant?

A Personal Care Service Assistant is an individual employed to provide services that are determined to be appropriate and necessary by Colorado Medicaid and as listed in the Level of Care and Assessment for the number of hours authorized and the types of services to be provided. This can also be a family member under relative personal care services.


How do I get started? 

To obtain Personal Care Services from ILRCCO or from any other provider, you can take action in the following ways and contact us with any and all questions along the way and we will help you in any way we can:

  1. Apply for Medicaid or determine if you have Medicaid. We can help!

  2. Call and register at your regional Single Point of Entry (SEP) for services. In Adams, Arapahoe, Denver, or Douglas counties, you can start the process with Rocky Mountain Human Services at 1-844-790-RMHS (7647). Please use their contact information below.

  3. The Single Point of Entry (SEP) will do an intake and schedule an assessment of your personal care needs with their case manager at your home and refer you to the personal care agency to start your personal care services.

  4. Ask questions and schedule an interview to discuss services with ILRCCO.

  5. Be aware that ILRCCO provides unskilled personal care services only but also provides IHSS services which includes Health Maintenance Activities (HMA) which are skilled personal care services in a participant directed model and overseen by one of ILRCCO’s RN’s. If you need skilled personal care services or nursing services without IHSS services, you will need to choose another agency. We can help you sort this out.

  6. As long as you have Medicaid and you need services, you remain eligible for personal care services.
